The program intends to provide job-related skills training in priority maritime courses identified by the Maritime Training Council (MTC), designed to upgrade knowledge and skills, develop expertise and update skills in accordance with technological advancements and international maritime standards.
Nature of grant
The Seafarers Upgrading Program shall be in a form of training assistance with be in a for of training assistance with OWWA assuming training cost ranging from P1,200 to a maximum of P7,500 (inclusive of the meal and transportation allowances, in the case of trainees referred at NMP).
Availment requirements
All Filipino seafarers who are OWWA members shall be entitled to avail of the program once every three (3) contributions. Availment may be assured upon first (1st) payment.
Documentary requirements
Applicants must submit the following requirements.

In Regional Offices where there are no Maritime Training Center – accredited training centers/institutions or where there are no IMO listed upgraded courses, applicants shall be referred to and monitored at the nearest region.

The EDSP is a scholarship grant offered to qualified beneficiaries/dependents of OWW members who intend to enroll in any 4-5 years baccalaureate course. It shall be in the form of financial assistance amounting to 30,000 per semester. Tuition fees shall be paid directly to the school while the remaining amount shall be released to the scholar upon submission of the grades for the semester.
General Eligibility Requirements
1. Must be child of an OWWA member, or brother/sister of an unmarried OWWA member.
2. Must be below 21 years old.
3. Must be a High School graduate with a general average grade of at least 80%.
4. Must Pass the qualifying examination conducted by the Department of Science and Technology-Science Education Institute (DOST-SEI) and
5. Must not be a recipient of any scholarship award.
Procedural Policies
1. Availments are by voucher system and scholarship must be availed on the specific period indicated in the vouchers.
2. Availees are subject to regular evaluation and assessment
3. Schorlarship grant is non-transferable; and
4. Outstanding graduates shall be recognized and awarded accordingly.
Documentary Requirements
1. Accomplished Application Form (2sets)
2. Two (2) copies of 1×1 ID pictures.
3. Proof of relationship to OWWA member (i.e., copy of Marriage Contract and/or Birth Certificate of both member and applicant-dependent duly certified by the Local Civil Registry)
4. For 137 / High School Report Card.
Selection Criteria
All qualified applicants shall be selected and ranked according to their performance in the qualifying examination for the scholarship.
The Scholars shall be selected and recommended by the OWWA Scholarship Committee. The approval of the Administrator is final and unappealable.

An OWWA member-OFW is entitled to services and benefits over and above the provisions of the employment contract offer of employers or the laws of the receiving country. For an £18.00 membership contribution (renewable every two years, or for the duration of his/her contract if its less than two years), an OWWA member is entitled to the following benefits and services:
Insurance and Health-Care Benefits
Life Insurance - A member is covered with life insurance for the duration of his employment contract. The coverage includes Php 100,000.00 for natural death and Php 200,000.00 for accidental death.
Disability and Dismemberment Benefits
A member is entitled to disability/dismemberment benefits as a rider provision of his life insurance as provided for in the impediment schedule contained in the Manual of Systems and Procedures. The coverage is within the range of P2,000.00 to P50,000.00
Total Disability Benefit
A member is entitled to P100,000.00, in case of total permanent disability.
Burial Benefit
A burial benefit of P20,000.00 shall be provided in case of the member’s death.
Education and Training Benefits
A member may avail for himself or his duly designated beneficiary any of the following scholarship programs, subject to a selection process and accreditation of participating institutions.
Skills-for-Employment Scholarship Program
For technical vocational training scholarship.
Education for Development Scholarship Program for baccalaureate courses - A maximum of P10,000.00 for school fees and P20,000.00 for allowances per semester shall be provided. (See EDSP for more details)
Seafarers’ Upgrading Program for sea-based members
Member seafarers shall be entitled to one upgrading program for every three (3) membership contributions. Qualified grantees shall be provided with training assistance from P1,200.00 to a maximum of P7,500.00

Social Services and Family Welfare Assistance
Repatriation Program
Members may avail of repatriation services whenever necessary.
Reintegration Program
Members may avail of the Reintegration Program of the Department of Labor and Employment. This includes community organizing, capability-building, social preparation programs and livelihood loans. (See Livelihood Development Prog. For OFWs)
Workers Assistance and On-site Services
Members may avail of on-site assistance such as locating the OFWs, providing information and guidance, developing materials of the Pre-Departure Orientation Seminars, conducting psycho-social counseling, conciliation services, medical and legal assistance, and outreach missions, among others.
