INVITATION TO BID

PROCUREMENT OF AN OFFICIAL SERVICE VEHICLE FOR THE

EMBASSY OF THE REPUBLIC OF THE PHILIPPINES

 

The Embassy of the Republic of the Philippines, through the authorized appropriations under the General Appropriations Act, intends to apply the sum of Sixty-Five Thousand Three Hundred Eighty-Two 98/100 British Pounds (£65,382.98) only, being the Approved Budget for the Contract (ABC) to payments under the contract for the procurement of an official vehicle for the Embassy of the Republic of the Philippines in the United Kingdom for the Fiscal Year 2016 (Project). Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

I. The Embassy of the Republic of the Philippines now invites bids for the procurement of official vehicle for the Fiscal Year 2016, described as follows:

Bidders should have completed, within the past five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders.

 

II. Bidding will be conducted through open competitive public procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is open to all interested bidders, subject to the conditions for eligibility provided in the IRR of RA 9184.

 

III. Interested bidders may obtain further information from the Bid and Awards Committee (BAC) and inspect the Bidding Documents at the address given below, during office hours from 9:00 am to 5:00 pm.

IV. A complete set of bidding documents may be acquired by interested bidders on 05 December 2016 from the Bids and Awards Committee (BAC) upon payment of the non-refundable fee in the amount specified in paragraph I above at the Embassy Cashier. It may also be downloaded free of charge from the website of the Philippine Electronic Procurement System (PhilGEPS) and from the website of the Embassy, provided that bidders shall pay the non-refundable fee for the Bidding Documents not later that the submission of their bids.

 

V. The BAC has scheduled the following activities for the said Project:

The BAC will hold a Pre-Bid Conference on the above-stated date which shall be open to all interested bidders.

 

VI. Bids must be delivered to, and received by, the BAC at Bldg 6 (Reception Counter) Suffolk St. London SW1Y 4HG on or before 28 December 2016 at 10:30 a.m. (Please note that the Embassy is closed during weekends and on 26 and 27 December 2016). All bids must be accompanied by a bid security in any of the acceptable forms in the amount stated in Section 27.2 of the IRR of RA9184.

The Bid Opening shall be on 28 December 2016 at 11:00 am at the Conference Room, Embassy of the Republic of the Philippines, Bldg. 10 Suffolk St. London SW1Y 4HG. Bids will be opened in the presence of the bidder’s representatives who choose to attend the opening of bids. Late bids will not be accepted.

 

VII. The BAC reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
