  • 16 December 2019 to 14 October 2021

 

Who are qualified to register as overseas voters?

 

  • All Filipino citizens abroad who will be at least eighteen (18) years of age on 09 May 2022, who is not a registered overseas voter and not otherwise disqualified by law;

  • Those who have reacquired or retained their Philippine citizenship under R.A. 9225 and other Filipino citizens with dual citizenship;

 

Where can Filipinos in the UK and Ireland register for the 2020 National Elections?

 

  • Philippine Embassy, 6 Suffolk Street, London SW1Y 4HG
  • Registration is open during regular office hours

 

What documents need to be submitted to the Philippine Embassy in order to register as an overseas voter?

 

  • One (1) printed copy, compelted and signed OVF Form No. 1, as prescribed by COMELEC;
  • Valid Philippine passport

In the absence of a passport, a Certification from the Department of Foreign Affairs certifying either of the following:

  • The applicant has submitted documents that will warrant the issuance of a passport;
  • That the applicant is a valid passport holder but is unable to produce it for a valid reason.

  • Other supporting documents, such as valid Philippine government-issued IDs, which may be required by COMELEC to verify one’s identity.

  • Additional documents (to be submitted together with the above basic documents):

  • For dual citizens:

  • Certified true copy of the signed Oath of Allegiance or Order of Approval

  • For seafarers:

  • A photocopy of the Seaman's Book or any other document to serve as proof of status as a seafarer.

 

What are the steps to register as an overseas voter in the UK / Ireland?

 

  1. Prepare all applicable documentary requirements.
  2. Personally appear at the Philippine Embassy in London, 6 Suffolk Street, London SW1Y 4HG.
  3. Submit all documentary requirements to the Registration Officer.
  4. Submit to a biometrics capture.

 

How can one check the status of one’s registration?

 

  • Applicants may check their registration status at the website of the COMELEC (www.comelec.gov.ph) or DFA-OVS (www.dfa-oavs.gov.ph).

 

What is the difference between an Application for Registration and an Application for Certification as an Overseas Voter?

 

  • Application for Registration

Filed when one is not yet a registered voter in the Philippines.

  • Application for Certification

Filed if one is already registered as a voter in the Philippines but wishes to transfer one’s registration overseas.

 

How does COMELEC decide on which voter records to deactivate?

  • COMELEC deactivates the records of registered voters who failed to vote in at least two election cycles.

 

For a registered voter in the UK/Ireland who will be based in another country by 09 May 2022, what are the steps and requirements in order to process the transfer of his/her voter records so he or she may still vote during the 2020 National Election?

  • Complete OVF No. 1B and file a Letter-Request for Transfer of Registration Record at the Philippine Embassy in London no later than 14 October 2021.

 

For a registered voter in the UK/Ireland who will be based in the Philippines by 09 May 2020, what are the steps and requirements in order to process the transfer of his/her voter records so he or she may still vote during the 2020 National Election?

  • Complete OVF No. 1B and file a Letter-Request for Transfer of Registration Record at the Philippine Embassy in London or before the Office for Overseas Voting in Manila no later than 30 September 2021;
  • Proceed to the office of your local election officer and submit CEF 1B (Local Application for Transfer); and
  • Submit to a biometrics capture.

 

What are steps in correcting typographical errors in the spelling of the applicant’s name as it appears in the National Registry of Overseas Voters (NROV)?

  • Complete Form OVF No. 1E (Correction of Wrong Entries / Misspelled Names / Change of Name and other Entries in the National Registry of Overseas Voters); and
  • Submit the form personally or through an authorised representative to the Philippine Embassy no later than 90 days before the start of the voting period.

 

What are steps in changing one’s name (by reason of marriage or court order) as it appears in the National Registry of Overseas Voters (NROV)?

Requirements:

  • Supporting documents:

  • For changes in name by reason of marriage, original and photocopy of the Marriage Certificate
  • For changes in name by reason of a court order, original and photocopy of the court order

 

Steps:

  • Complete Form OVF No. 1E (Correction of Wrong Entries / Misspelled Names / Change of Name and other Entries in the National Registry of Overseas Voters);
  • Submit the form personally to the Philippine Embassy no later than 90 days before the start of the voting period; and
  • Submit to a biometrics capture.

 

When can applicants collect their Voter’s ID?

  • The printing and distribution of the Voter’s ID has been suspended by the Commission on Elections in view of the implementation of the National ID System pursuant to RA 11055 (An Act Establishing the Philippine Identification System), which was signed by President Rodrigo Roa Duterte on 06 August 2018.
