• The applicant has submitted documents that will warrant the issuance of a passport;
• That the applicant is a valid passport holder but is unable to produce it for a valid reason.

What is the difference between an Application for Registration and an Application for Certification as an Overseas Voter?

 

• Application for Registration

Filed when one is not yet a registered voter in the Philippines.

• Application for Certification

Filed if one is already registered as a voter in the Philippines but wishes to transfer one’s registration overseas.

 

How does COMELEC decide on which voter records to deactivate?

• COMELEC deactivates the records of registered voters who failed to vote in at least two election cycles.

 

For a registered voter in the UK/Ireland who will be based in another country by 09 May 2022, what are the steps and requirements in order to process the transfer of his/her voter records so he or she may still vote during the 2020 National Election?

• Complete OVF No. 1B and file a Letter-Request for Transfer of Registration Record at the Philippine Embassy in London no later than 14 October 2021.

• Proceed to the office of your local election officer and submit CEF 1B (Local Application for Transfer); and
• Submit to a biometrics capture.

 

What are steps in correcting typographical errors in the spelling of the applicant’s name as it appears in the National Registry of Overseas Voters (NROV)?

Requirement:

• Completed Form OVF No. 1E

 

Steps:

• Complete Form OVF No. 1E (Correction of Wrong Entries / Misspelled Names / Change of Name and other Entries in the National Registry of Overseas Voters); and
• Submit the form personally or through an authorised representative to the Philippine Embassy no later than 90 days before the start of the voting period.

 

What are steps in changing one’s name (by reason of marriage or court order) as it appears in the National Registry of Overseas Voters (NROV)?

Requirements:

• Completed Form OVF No. 1E

• Supporting documents:

• For changes in name by reason of marriage, original and photocopy of the Marriage Certificate
• For changes in name by reason of a court order, original and photocopy of the court order

 

Steps:

• Complete Form OVF No. 1E (Correction of Wrong Entries / Misspelled Names / Change of Name and other Entries in the National Registry of Overseas Voters);
• Submit the form personally to the Philippine Embassy no later than 90 days before the start of the voting period; and

• The printing and distribution of the Voter’s ID has been suspended by the Commission on Elections in view of the implementation of the National ID System pursuant to RA 11055 (An Act Establishing the Philippine Identification System), which was signed by President Rodrigo Roa Duterte on 06 August 2018.
