Please be guided by the following entry policies and procedures in the Philippines:
FOREIGN NATIONALS
VISA-FREE FOREIGN NATIONALS AND BALIKBAYAN
- Former Filipino citizens who qualify as Balikbayan under Republic Act No. 9174, including their spouses and/or children who are traveling with them to the Philippines, provided they are not restricted nationals; or
- Nationals of countries entitled to a stay not exceeding 30 days under Executive Order 408;
- Foreign spouses, parents, and children of Filipino citizens who are nationals of EO 408 countries, whether or not travelling with the Filipino spouse, parent or child;
- The aforementioned persons are traveling for business and/or tourism purposes only;
- They are fully vaccinated, as follows:
- Received the 2nd dose in a 2-dose series or a single dose vaccine more than 14 days prior to the date and time of departure from the country of origin or pork of embarkation; and
- The vaccine is included in the EUA List or Compassionate Special Permit issued by the Philippine Food and Drug Administration (https://www.fda.gov.ph/list-of-fda-issued-emergency-use-authorization/), or the Emergency Use Listing of the World Health Organization.
- Present a negative RT-PCR test taken within 24 hours, or a negative laboratory-based Antigen Test taken within 24 hour, prior to the date of and time of departure from the country of origin first port of embarkation in a continuous travel to the Philippines, excluding lay-overs, provided, that, he/she not left the airport premises or has not been admitted into another country during such lay-over.
- Have passports valid for a period of at least six (6) months at thetime of their arrival to the Philippines.
- Except for foreign spouses and/or children of Filipino citizens and former Filipino citizens with balikbayan privilegeunder Republic Act No. 9174, including their foriegn spouse and/or children who: (i) are not balikbayans in their own right and (ii) are traveling with them to the Philippines, have valid tickets for their return journey to the port of origin or next port of destination not later than 30 days from date of arrival in the Philippines; AND
- Obtain, prior to arrival a travel insurance for COVID-10 treatment cost from reputed insurers, with a mazimum coverage of USD35,000 for the duration of their stay in the Philippines.
- Present an acceptable proof of vaccination, as follows:
- WHO International Certificate of Vaccination and Prophylaxis; or
- VaxCertPH; or
- National or state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal arrangement; or
- Other proofs of vaccination permitted by the IATF.
- Present valid tickets for their return journey not later than 30 days from the date of arrival, except for foreign spouses and/or children of Filipino citizens and former Filipino citizens with balikbayan privilege, including their foreign spouses and/or children;
- Valid passports for at least 6 months at the time of arrival in the Philippines; and
- Present travel insurance for COVID-19 treatment costs from reputed insurers, with minimum coverage of USD 35,000, for the duration of stay in the Philippines.
The aforementioned foreign nationals are not required to observe facility-based quarantine. They shall self-monitor for any sign or symptom for 7 days, the first day being the date of arrival. They must submit a report to the local government unit where they are staying should they manifest symptoms.
Failure to comply with the aforementioned conditions and requisites is a ground for denial of admission and exclusion (e.g. unvaccinated/partially vaccinated foreign nationals shall be denied entry.)
Minors who are travelling with their fully-vaccinated parents are exempted from the full vaccination requirement. This is the only exemption under existing regulations.
FOREIGN NATIONALS WITH 9A VISA
- Foreign nationals from visa-required countries with valid entry exemption document (EED);
- Foreign spouses, parents, and children of Filipino citizens who are not nationals of EO 408 countries;
- They are fully vaccinated (please see above explanation);
- They present an acceptable proof of vaccination (please see above explanation); and
- They present a negative RT-PCR test taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding layovers, provided they have not left the airport premises;
The aforementioned foreign nationals are not required to observe facility-based quarantine. They shall self-monitor for any sign or symptom for 7 days, the first day being the date of arrival. They must submit a report to the local government unit where they are staying should they manifest symptoms.
If the vaccination proof submitted is found to be excluded from the list of acceptable proofs, the foreign national shall be required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the 5th day. Thereafter, they shall undergo home quarantine until their 14th day, the first day being the date of arrival.
FOREIGN NATIONALS WITH OTHER TYPES OF VISAS
- Foreign nationals with valid and existing visas other than 9A visas;
- They are fully vaccinated (please see above explanation); and
- They present an acceptable proof of vaccination (please see above explanation).
The aforementioned foreign nationals are not required to observe facility-based quarantine. They shall self-monitor for any sign or symptom for 7 days, the first day being the date of arrival. They must submit a report to the local government unit where they are staying should they manifest symptoms.
Failure to comply with requirement #2 shall be a ground for denial of admission and exclusion.

Thereafter, they shall undergo home quarantine until their 14th day, the first day being the date of arrival.
FOREIGN CHILDREN TRAVELLING WITH FILIPINO PARENT
- If unvaccinated and below 12 years old, they shall follow the entry, testing, and quarantine protocols of their accompanying Filipino parent.
- If from 12 to 17 years old, they shall follow the protocol based on their vaccination status (i.e., vaccinated or unvaccinated). If required to undergo facility-based quarantine, they shall be accompanied by their Filipino parent at the quarantine facility.
All traveling foreign nationals are mandated to register for the OneHealth Pass prior to arrival in the Philippines (https://www.onehealthpass.com.ph/).
FILIPINOS
Please be guided by the following entry policies and procedures in the Philippines for Filipinos:
FULLY VACCINATED
- Being fully vaccinated means that they:
- Received the 2nd dose in a 2-dose series or a single dose vaccine more than 14 days prior to the date and time of departure from the country of origin or pork of embarkation; and
- The vaccine is included in the EUA List or Compassionate Special Permit issued by the Philippine Food and Drug Administration (https://www.fda.gov.ph/list-of-fda-issued-emergency-use-authorization/), or the Emergency Use Listing of the World Health Organization (hyperlink).
- Present an acceptable proof of vaccination, as follows:
- WHO International Certificate of Vaccination and Prophylaxis; or
- VaxCertPH; or
- National or state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal arrangement; or
- Other proofs of vaccination permitted by the IATF.
- Present a negative RT-PCR test taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding layovers, provided they have not left the airport premises;
- Not required to observe facility-based quarantine. They shall self-monitor for any sign or symptom for 7 days, the first day being the date of arrival. They must submit a report to the local government unit where they are staying should they manifest symptoms.
In case of failure to satisfy the above requirements, including status and proof of full vaccination, then they shall be considered as unvaccinated.
UNVACCINATED, PARTIALLY VACCINATED, OR VACCINATION STATUS CANNOT BE INDEPENDENTLY VALIDATED
- Present a negative RT-PCR test taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding layovers, provided they have not left the airport premises;
- Required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the 5th Thereafter, they shall undergo home quarantine until their 14th day from the date of arrival.
FILIPINO MINORS
12 to 17 years old
- They shall follow the classification and procedures based on their vaccination status, as detailed above.
- Minors required to undergo facility-based quarantine shall be accompanied by either the foreign or Filipino parent at the quarantine facility.
Below 12 years old who are not vaccinated
- They shall follow the quarantine protocols of their parent/s or accompanying adult/guardian traveling with them.
FULLY RECOVERED BUT WITH POSITIVE RT-PCR PRE-DEPARTURE TEST
- Previously infected with COVID and recovered, but still test positive for the 48-hour pre-departure RT-PCR test;
- Present the positive RT-PCR test taken not earlier than 10 days but not later than 30 days prior to the date and time or departure from the country of origin or port of embarkation;
- Present the positive RT-PCR test taken within 48 hours prior to the date and time or departure from the country of origin or port of embarkation in a continuous travel to the Philippines, excluding layovers, provided they have not left the airport premises;
- Present a medical certificate issued by a licensed physician stating that the patient was:
- Asymptomatic/mild/moderate/severe/critical case, as may be applicable;
- Completed the mandatory isolation period;
- No longer infectious; and
- Has been allowed free movement and travel.
If fully vaccinated, they are not required to observe facility-based quarantine. They shall self-monitor for any sign or symptom for 7 days, the first day being the date of arrival. They must submit a report to the local government unit where they are staying should they manifest symptoms.
If unvaccinated, partially vaccinated or vaccination status cannot be independently determined, they are required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the 5th day. Thereafter, they shall undergo home quarantine until their 14th day from the date of arrival.
All inbound Filipinos are mandated to register for the OneHealth Pass prior to arrival in the Philippines (https://www.onehealthpass.com.ph/).
